The standard published PHR application and exam fees total US$495. That is the starting point for a first attempt, not a promise that every candidate's complete preparation and testing costs will be $495.
Required fees: what the $495 covers
| Item | Published fee |

Your personal budget may also need to cover preparation, travel, childcare, time away from work, or a suitable testing setup. Those expenses depend on your choices and circumstances.
Separate optional purchases from the exam itself
Treat each possible expense as a decision with a purpose:
- Study book or course: Does it fill a specific gap in your knowledge? Can you check how it maps to the current outline?
- Question bank or practice exam: Are there explanations for wrong options, clear content coverage, and enough unfamiliar material for later review?
- Coaching or a class: Do you need feedback, accountability, or instruction that your existing resources do not provide?
- Testing logistics: Will you need transport, parking, childcare, or an approved day away from work? For an online appointment, verify the provider's technical and room requirements before buying equipment.
- Contingency: Could a schedule change or second attempt create costs you have not included? Read the applicable terms rather than assuming a purchase protects you against every outcome.
Paying more does not establish readiness. First use a few practice questions and the exam outline to define the problem you want a resource to solve.
Three worked budgets
Only the US$495 HRCI fee total below is a published price. Every optional amount is an illustrative planning assumption, not a market quote, vendor offer, recommendation, or estimate of what most candidates spend. Replace those amounts with your own verified costs.
| Budget item | Use existing resources | Add targeted practice | Add structured instruction |
|---|---|---|---|
| Published application and exam fees | $495 | $495 | $495 |
| Assumed preparation spending | $0 | $150 | $600 |
| Assumed transport or other logistics | $0 | $40 | $75 |
| Assumed childcare or other personal costs | $0 | $0 | $100 |
| Illustrative first-attempt total, USD | $495 | $685 | $1,270 |
The first column assumes you already have suitable study access and no additional logistics costs. It does not mean free materials cover every need. None of these totals includes a retake, later recertification, currency-conversion charges, or the value of your study time.
For time planning, suppose you reserve 60 hours and personally value that time at $20 per hour. The arithmetic is $1,200 of time value. That is not a fee, an earnings forecast, or money you must pay. It simply helps compare a realistic schedule with competing commitments. The study-plan guide lets you spread an illustrative 60-hour budget over different calendars.
Check reimbursement before choosing resources
If your employer may pay, get the rules in writing before spending:
- Which fees and resources are eligible?
- Is approval needed before you purchase?
- Is there a cap, and does it include application and exam fees?
- Is reimbursement conditional on passing or continued employment?
- Who pays initially, and what receipts are required?
A $700 allowance does not necessarily mean every $700 combination is covered. For example, an employer might reimburse the exam but exclude coaching. Record the approved categories as well as the total.
Refunds, changes, and longer-term costs
HRCI's fee page says an approved exam application is not refunded when a candidate withdraws or no longer wishes to test. Read the current handbook for your specific cancellation, scheduling, or retake situation. This guide does not assume a refund or quote a change fee without the applicable circumstances. HRCI fee policy
Maintaining a credential is a separate budget. HRCI currently publishes a US$169 recertification application fee for one certification. Do not add that to the fee required for this initial exam, and do not assume it will remain unchanged throughout your certification cycle. HRCI recertification fees and deadlines
Before paying, complete the eligibility check and confirm that your study schedule fits your actual calendar.
