Use the exam outline to decide what belongs in your preparation. Use your practice errors to decide where the next study hour goes. These are different jobs: the outline defines coverage; a diagnostic helps you personalize it.
The PHR outline currently linked by HRCI has seven functional areas. The PDF says this outline took effect in 2024. It remains the version linked from HRCI's PHR page when checked on October 18, 2026.

Turn each heading into something you can do
The exercises below are our study activities, not official exam questions or a reproduction of the full outline. Use the linked PDF for HRCI's complete responsibilities.
Business Management: explain the decision behind a metric
A report shows 18 departures and average headcount of 240 for the same period. Calculate 18 ÷ 240 × 100 = 7.5% turnover. Then ask what the result leaves out: voluntary versus involuntary departures, regrettable losses, tenure, business unit, and the comparison period. A correct calculation does not by itself explain why people left.
Workforce Planning and Talent Acquisition: locate the bottleneck
Suppose 100 applicants yield 20 interviews, 5 offers, and 2 acceptances. Sketch the funnel before recommending more sourcing. What would you investigate about the interview process and offer stage? Identify the additional evidence you need rather than declaring the smallest number the problem.
Learning and Development: choose evidence of learning transfer
Employees give a workshop excellent ratings, but managers still report the original performance problem. Write a measurement plan that separates satisfaction, demonstrated skill, and changed work behavior. Specify when each observation would occur and who would collect it.
Total Rewards: separate the pay question from the communication question
An employee does not understand a pay-range decision. Work out what you need to know about the role, range, comparison group, and decision criteria before responding. Then draft a plain-language explanation that does not disclose another employee's private pay information. Continue with total rewards examples.
Employee Engagement: connect feedback to a follow-through plan
A survey reports low confidence in career development. Propose one action, an accountable owner, and a follow-up measure. Explain why launching another survey immediately would not show whether the action worked. See employee engagement practice.
Employee and Labor Relations: identify the next justified step
A manager asks you to settle a complaint immediately. List the facts still missing, records to preserve, people who need to be involved, and circumstances requiring escalation. Avoid assuming either party's account is complete. Use the employee and labor relations guide for a fuller worked example.
HR Information Management: test whether the report is trustworthy
Two headcount reports disagree. Check their reporting dates, worker-status filters, duplicate records, and definitions before deciding which result to use. Write down who should have access to the underlying personal data and why.
Allocate time without neglecting smaller areas
For a first pass, a 20-hour topic-review budget could allocate 2.8 hours each to Business Management and Workforce Planning, 2 hours each to Learning and HR Information, 3 hours to Total Rewards, 3.4 hours to Engagement, and 4 hours to Employee and Labor Relations. That is an arithmetic starting point based on the published weights, not HRCI's recommended study time.
Then adjust. If unfamiliar HR-information questions repeatedly expose a basic data-interpretation gap, add a focused session even though that domain is 10%. Take the time from repetition you have already mastered, not from deleting another domain entirely.
Keep mixed practice, error analysis, and catch-up time outside this topic-review budget. Our study plans show how to schedule all four kinds of work.
Check an older resource before relying on it
Compare its contents with the current outline. Mark topics that are missing, renamed, or placed elsewhere. An older chapter may still explain a useful concept, but its exam weights and legal details need a separate check.
HRCI says candidates are responsible for laws in effect when they take the exam. Use the employment-law guide to find primary agency sources rather than treating an old flashcard as the final authority. HRCI outline, page 2
